INFORMATICS DEVELOPMENT OF THE SYSTEM FOR THE MANAGEMENT OF ANNUAL OPERATIONAL PROGRAMMING OF THE MINISTRY OF LABOR, EMPLOYMENT AND SOCIAL SECURITY
General Description
The project consisted of the computer development of a comprehensive system for the management of the Annual Operating Program (POA) of the Ministry of Labor, Employment and Social Welfare (MTEPS). The objective was to implement a tool for planning, monitoring and evaluation of ministerial activities, optimizing resource allocation, transparency and accountability. This system was developed using PHP as the programming language and MySQL for the relational database. Architecture and Key Features The system, built with a centralized architecture, integrates key features through its main modules: Definition of Objectives and Goals: Allows for the structured loading of objectives (PEI/POA) and the definition of quantifiable goals and performance indicators (KPIs). Includes consistency validation. Distribution of Resources and Progress Monitoring: Facilitates budgetary and human resource allocation, real-time monitoring of physical and financial progress, identification of deviations and reprogramming with traceability. Data Collection and Analysis for Strategic Reports: Centralizes data collection, generates predefined/ad-hoc performance reports and interactive dashboards with graphical visualizations of KPIs. Allows export to PDF/Excel/CSV. Interoperability with Government Platforms: Designed with APIs for efficient integration with other government systems (budget management, HR), ensuring information consistency and strengthening transparency. Training and Institutional Strengthening The training of MTEPS personnel was a priority to maximize the use of the tool, strengthening program management and promoting continuous improvement in the planning and execution of public policies. The development of this system was done in "open source", which is a key step in the modernization of MTEPS public management, and the scalability of the system, aligning with the guidelines of electronic government and administrative efficiency.

El proyecto consistió en el desarrollo informático de un sistema integral para la gestión de la Programación Operativa Anual (POA) del Ministerio de Trabajo, Empleo y Previsión Social (MTEPS). El objetivo fue implementar una herramienta para la planificación, seguimiento y evaluación de actividades ministeriales, optimizando la asignación de recursos, transparencia y rendición de cuentas. Este sistema fue desarrollado utilizando PHP como lenguaje de programación y MySQL para la base de datos relacional. Arquitectura y Funcionalidades Clave El sistema, construido con una arquitectura centralizada, integra funcionalidades clave a través de sus módulos principales: Definición de Objetivos y Metas: Permite la carga estructurada de objetivos (PEI/POA) y la definición de metas cuantificables e indicadores de desempeño (KPIs). Incluye validación de consistencia. Distribución de Recursos y Monitoreo del Avance: Facilita la asignación presupuestaria y de recursos humanos, el seguimiento en tiempo real del avance físico y financiero, la identificación de desviaciones y la reprogramación con trazabilidad. Recolección y Análisis de Datos para Informes Estratégicos: Centraliza la recolección de datos, genera informes de desempeño predefinidos/ad-hoc y cuadros de mando (dashboards) interactivos con visualizaciones gráficas de KPIs. Permite la exportación a PDF/Excel/CSV. Interoperabilidad con Plataformas Gubernamentales: Diseñado con APIs para integración eficiente con otros sistemas gubernamentales (gestión presupuestaria, RRHH), garantizando la consistencia de la información y fortaleciendo la transparencia. Capacitación y Fortalecimiento Institucional La capacitación del personal del MTEPS fue prioritaria para maximizar el uso de la herramienta, fortaleciendo la gestión de programas y fomentando la mejora continua en la planificación y ejecución de políticas públicas. El desarrollo de este sistema fue desarrollado en “open source”, que es un paso clave en la modernización de la gestión pública del MTEPS, y la escalabilidad del sistema, alineándose con las directrices de gobierno electrónico y eficiencia administrativa.
