SUPERVISION OF THE CONSTRUCTION OF COMPLEMENTARY CIVIL WORKS FOR THE SATELLITE REGASIFICATION STATIONS (ESR) OF ASCENSIÓN DE GUARAYOS AND SAN JULIÁN
General Description
This project consisted of technical supervision and quality control of the complementary civil works for the Regasification Satellite Stations (ESR) in Ascensión de Guarayos and San Julián, Santa Cruz. These ESR are vital for the Virtual System of Liquefied Natural Gas (LNG) in Bolivia, bringing gas to populations without access to conventional pipelines. The supervision ensured the correct execution of the support infrastructure, guaranteeing safety and durability. Technical Scope of Supervision The supervision covered the execution of civil works not directly related to the regasification process, but essential for the integral and safe operation of the stations: Earthworks: Control of excavations, fills, and platform formation, verifying compaction densities for the location of equipment and structures. Foundations and Slabs: Inspection and quality control in the pouring of reinforced concrete foundations for cryogenic tanks, equipment, and containment cubicles, including reinforcement, concrete, and curing. Containment Cubicles: Verification of the construction of leak-proof walls and floors to retain possible LNG spills, in accordance with industrial safety regulations. Circulation Routes and Pavements: Supervision of the formation of sub-base, granular base, and pavement laying (paving or asphalt) in internal areas, accesses, and parking lots, controlling compaction and drainage. Complementary Buildings: Supervision of the construction of control buildings, offices, electrical/instrumentation rooms, and warehouses, including their installations (electrical, sanitary, air conditioning). Perimeter Fences and Security: Verification of the construction of security fences, gates, and control booths. Drainage Works: Supervision of stormwater drainage systems (channels, ditches) to protect the platform and buildings. Hydraulic Sanitary Installations: Control of the execution of drinking water and sewage systems for the buildings. Infrastructure for Detection and Protection: Supervision of bases and ducts for fire protection systems and earthing. Technical Relevance The supervision was crucial to ensure the structural integrity and safe functionality of the ESR. This allows the Ascensión de Guarayos and San Julián stations to operate efficiently, regasifying LNG for distribution to household, commercial, industrial, and CNG networks, expanding access to natural gas in remote regions.

Este proyecto consistió en la supervisión técnica y control de calidad de las obras civiles complementarias para las Estaciones Satelitales de Regasificación (ESR) en Ascensión de Guarayos y San Julián, Santa Cruz. Estas ESR son vitales para el Sistema Virtual de Gas Natural Licuado (GNL) de Bolivia, llevando gas a poblaciones sin acceso a gasoductos convencionales. La supervisión aseguró la correcta ejecución de la infraestructura de soporte, garantizando la seguridad y durabilidad. Alcance Técnico de la Supervisión La supervisión cubrió la ejecución de obras civiles no relacionadas directamente con el proceso de regasificación, pero esenciales para la operación integral y segura de las estaciones: Movimiento de Tierras: Control de excavaciones, rellenos y conformación de plataformas, verificando densidades de compactación para la ubicación de equipos y estructuras. Fundaciones y Plateas: Inspección y control de calidad en el vaciado de fundaciones de hormigón armado para tanques criogénicos, equipos y cubetos de contención, incluyendo armaduras, hormigón y curado. Cubetos de Contención: Verificación de la construcción de muros y pisos estancos para retener posibles derrames de GNL, conforme a normativas de seguridad industrial. Vías de Circulación y Pavimentos: Supervisión de la conformación de sub-base, base granular y tendido de pavimentos (enlosetados o asfálticos) en áreas internas, accesos y parqueos, controlando compactación y drenaje. Edificaciones Complementarias: Supervisión de la construcción de edificios de control, oficinas, cuartos eléctricos/instrumentación y galpones, incluyendo sus instalaciones (eléctricas, sanitarias, climatización). Cercos Perimetrales y Seguridad: Verificación de la construcción de cercos de seguridad, portones y casetas de control. Obras de Drenaje: Supervisión de sistemas de drenaje pluvial (canales, cunetas) para proteger la plataforma y edificaciones. Instalaciones Hidrosanitarias: Control de la ejecución de sistemas de agua potable y alcantarillado para las edificaciones. Infraestructura para Detección y Protección: Supervisión de bases y ductos para sistemas contra incendios y puesta a tierra. Relevancia Técnica La supervisión fue crucial para asegurar la integridad estructural y funcionalidad segura de las ESR. Esto permite que las estaciones de Ascensión de Guarayos y San Julián operen eficientemente, regasificando GNL para su distribución a redes domiciliarias, comerciales, industriales y de GNV, expandiendo el acceso a gas natural en regiones alejadas.
