FINAL DESIGN STUDY FOR THE COMMAND GENERAL BUILDING OF THE BOLIVIAN POLICE - DEPARTMENT OF LA PAZ
General Description
The project consisted of the Final Design Study for the General Police Command Building, located on a plot of land with an approximate area of 3,000 m2. The architectural and structural solution materialized in a building with 2 basements and 18 floors above ground level, designed to optimize functionality and institutional operability, including a double-height patio/atrium above the building's base. Specialized functionalities were integrated, including an auditorium with a capacity for 300 people and a hotel-type floor, intended for the overnight stay of authorities. The scope of the study was exhaustive and included the following engineering and architecture disciplines, ensuring a comprehensive conception of the project: Architectural Design: Development of plans, sections, elevations, and construction details, optimizing spatial distribution and functional flow. Anti-Seismic Structural Calculation: Detailed structural modeling and analysis, applying current seismic resistance regulations to ensure the integrity and stability of the building in the face of seismic events. Design of Electrical Installations: Sizing of low and medium voltage networks, lighting systems (normal and emergency), earthing, and design of substations. Design of Sanitary Installations: Engineering of potable water systems (supply, storage, and distribution), sanitary and storm drainage, including pumping and pre-treatment systems if applicable. Design of Heating Systems: Projection of air conditioning and heating systems, considering energy efficiency and internal thermal comfort. Design of Structured Cabling: Planning of the telecommunications infrastructure (voice and data), including the laying of LAN networks, access points, and equipment rooms. Design of Special Systems: Integration of subsystems such as fire detection and extinguishing, electronic security (CCTV, access control), building management systems (BMS), and other specific technological requirements. This study provides the complete engineering and architectural basis for the construction of a resilient, functional, and technologically advanced infrastructure for the General Police Command.

El proyecto consistió en el Estudio a Diseño Final para el Edificio del Comando General de la Policía, emplazado en un terreno con una superficie aproximada de 3.000 m2. La solución arquitectónica y estructural se materializó en una edificación de 2 sótanos y 18 plantas sobre rasante, diseñada para optimizar la funcionalidad y la operatividad institucional, que incluye un patio/atrio de doble altura sobre el zócalo del edificio. Se integraron funcionalidades especializadas, incluyendo un auditorio con capacidad para 300 personas y un piso con configuración tipo hotel, destinado al pernocte de autoridades. El alcance del estudio fue exhaustivo y comprendió las siguientes disciplinas de ingeniería y arquitectura, garantizando una concepción integral del proyecto: Diseño Arquitectónico: Desarrollo de planos, cortes, elevaciones, y detalles constructivos, optimizando la distribución espacial y el flujo funcional. Cálculo Estructural Antisísmico: Modelado y análisis estructural detallado, aplicando normativas sismorresistentes vigentes para asegurar la integridad y estabilidad del edificio ante eventos sísmicos. Diseño de Instalaciones Eléctricas: Dimensionamiento de redes de baja y media tensión, sistemas de iluminación (normal y emergencia), puestas a tierra, y diseño de subestaciones. Diseño de Instalaciones Sanitarias: Ingeniería de sistemas de agua potable (abastecimiento, almacenamiento y distribución), alcantarillado sanitario y pluvial, incluyendo sistemas de bombeo y tratamiento preliminar si aplica. Diseño de Sistemas de Calefacción: Proyección de sistemas de climatización y calefacción, considerando la eficiencia energética y el confort térmico interno. Diseño de Cableado Estructurado: Planificación de la infraestructura de telecomunicaciones (voz y datos), incluyendo el tendido de redes LAN, puntos de acceso y cuartos de equipos. Diseño de Sistemas Especiales: Integración de subsistemas como detección y extinción de incendios, seguridad electrónica (CCTV, control de accesos), sistemas de gestión de edificios (BMS) y otros requerimientos tecnológicos específicos. Este estudio proporciona la base ingenieril y arquitectónica completa para la construcción de una infraestructura resiliente, funcional y tecnológicamente avanzada para el Comando General de la Policía.
